Our mission: to build and sustain housing opportunities for low-income families and individuals through partnerships with nonprofits, housing authorities, and governmental entities.

Our history

Housing Development Center was founded in 1993 in response to the growing role neighborhood-based community development corporations (CDCs) were playing in the development of affordable housing. A joint initiative of the City of Portland and the nonprofit foundation Neighborhood Partnership Fund, Housing Development Center (HDC) provided nonprofit organizations with centralized, low-cost technical services in the areas of affordable-housing construction and finance. Contracting with HDC on an as-needed basis, nonprofit developers could boost their development capacity while conserving resources for core-mission work.

In two decades Housing Development Center has grown into a leading provider of comprehensive development and asset management services for the Northwest region’s affordable housing and community development industry. Our finance and construction experts have helped more than 75 organizations develop 3,000-plus units of affordable housing and 50,000 square feet of community-facility space. Through our asset management and program/policy development programs, we continuously work to promote a more effective, cooperative, and sustainable affordable housing system.
