Capital Asset Management Planning Program (CAMPP)

This nine-month curriculum helps nonprofit organizations and housing authorities plan for the future of affordable housing portfolios in a limited resource environment. Topics range from assessing and funding portfolio capital needs to integrating capital planning best practices into an organization's structure. Six groups from around the state of Oregon have completed the curriculum, with a new class enrolled for 2015. Read the latest blog post.

Central City Housing Inventory

The City of Portland’s “No Net Loss” policy assures that the supply of affordable housing in central-city neighborhoods is preserved at 2001 levels. To implement this policy, the City must periodically inventory that supply. HDC performed the 2013 inventory, surveying central-city property owners to determine the number of existing affordable units and to verify relevant unit characteristics, such location, rent and regulatory restrictions.

Concerned about aging and defective structures in its affordable housing portfolio, the City of Portland asked HDC to conduct a capital needs assessment of 160 City-funded projects. HDC’s assessment informs the City’s future funding set-asides, and HDC’s methodology has been used by Oregon Housing and Community Services to assess projects across the state. To extend the impact of this work, we shared lessons learned at a statewide work session of affordable housing sponsors.

Healthy Housing: A Handbook for Portland Property Owners

Where we live determines much about the quality of our health. The Healthy Housing handbook, an online guide produced in partnership with the City of Portland Bureau of Planning and Sustainability, gives multifamily property owners practical advice for creating healthier living environments for low-income residents—with more than 150 solutions, sample site plans, resource links and more. Home Forward Project-Based Assistance Program Analysis

Home Forward, Multnomah County’s housing authority, distributes project-based rent subsidies to nonprofit housing owners. Home Forward needed to know whether these subsidies, intended to serve the county’s chronically homeless population, were being best utilized. Using data collected from housing and service providers, HDC developed recommendations for operational changes that, once adopted by providers, significantly increased subsidy utilization rates.

Housing Preservation Guide

A project of the City of Seattle Office of Housing, this 100-page workbook helps affordable housing owners extend the longevity of their rental housing portfolios, containing step-by-step instructions and detailed electronic templates for creating and implementing an effective portfolio preservation plan. HDC provided research, content development and project management services for this MacArthur Foundation–funded project, completed in 2011.

LIHTC Year 15 Assessment

When Oregon’s first Low Income Housing Tax Credit–funded projects were ending their initial 15-year compliance periods in 2006, HDC helped lead a coordinated effort to preserve their affordability. We inventoried all Year 15 projects in the state, developed technical resources for owners completing the Year 15 exit process, and supported needed policy changes at the state level. Our work helped preserve dozens of at-risk properties, and our LIHTC Year 15 Assessment Resources are still in wide use.

Streamlining Compliance
Streamlining Compliance

Compliance is the process of assuring that affordable housing projects meet ongoing funding and regulatory requirements. As affordable housing finance structures have increased in complexity, compliance obligations have expanded, increasing cost burdens on project owners and funders alike. Learn how HDC helped save Oregon’s affordable housing system an estimated $4 million per year, working with major funders to eliminate redundant compliance obligations.

Sustaining Portfolios Strategy

As part of its refreshed Affordable Housing Initiative, Meyer Memorial Trust has provided funds for up to 20 affordable housing providers in Oregon to receive Housing Development Center assistance with portfolio assessment, sustainability planning and implementation over a three-year period. The Sustaining Portfolios Strategy partnership is part of HDC's ongoing work to strengthen the long-term health of our region's affordable housing. Learn more.
