Our Mission & History

Centering those who have been historically oppressed, HDC collaborates with its partners to envision, develop, and sustain affordable homes and community places.


In 1993, a group of Portland housing policy makers founded Housing Development Center to assist an emergent nonprofit community development industry with the technical challenges of affordable housing development. From a two-person team coordinating rehabs of single-family homes in east-side Portland, we grew into a multiservice real estate consulting group serving mission-driven organizations across Oregon and southwest Washington. Along the way, we got nicknamed “HDC.”

Today, HDC assists the development of health-care and human-service facilities as well as affordable rental housing and homeownership projects. We also offer asset management, lending, and policy consulting services to support the affordable housing industry. Working with partners in urban, suburban, and rural communities, we have helped to create and preserve more than 7,000 affordable homes and to improve the financial condition of thousands more. HDC is a 501(c)(3) nonprofit.
