Ben Loftis, Senior Finance Project Manager

Ben Loftis enjoys getting to know the residents of the housing he develops. His approach to development finance consulting is informed by his experience working as a developer and asset manager for long-term owners. Ben works with HDC clients to manage project financing throughout the development process, from assessing project feasibility through closing funding agreements that use sources such as low-income housing tax credit equity and public loans and grants. Prior to joining HDC in December 2021, Ben was a development finance manager at Home Forward, Multnomah County’s public housing authority, where he led preservation of more than 2,300 affordable homes using HUD’s Rental Demonstration Assistance (RAD) program and managed over $300 million in construction budgets for development projects. Previously, as lead housing developer for Portland Community Reinvestment Initiatives, Ben revitalized the pipeline and development activities of a community development corporation responsible for operating 700 units of affordable rental housing. As an asset manager for the Housing Development Corporation in New York, Ben turned around troubled properties in need of refinancing for capital repairs. Ben holds a Master of Science in nonprofit management from the New School of Public Engagement in New York and a Bachelor of Arts in sociology from the University of Oregon.
