Village at Washington Square

 

DEVELOPMENT SCOPE

Preserve and renovate a 26-unit apartment complex that provides affordable homes to low-income and very-low-income senior households.


PROJECT OVERVIEW

Owned and operated by Community Partners for Affordable Housing (CPAH), Village at Washington Square provides 26 affordable homes to very-low-income families in Tigard. The four-building complex is a valuable source of family-sized apartments in an area close to shopping and amenities; nearly half the units in contain three or four bedrooms. Islamic Social Services of Oregon State and Immigrant and Refugee Community Organization (IRCO) are among the service partners that refer residents to Village at Washington Square.

As the property neared 20 years of age, the buildings’ exterior stairs and decks were deteriorating, and water was intruding through the building envelopes. HDC worked with CPAH to refinance the project and to plan and manage a thorough property renovation, which added 30-plus years of durability to the building exteriors and addressed many small upgrade and repair needs.


Creative Solutions

Finance. HDC and CPAH worked together to assemble $4.34 million in funding from sources specifically designed for smaller projects, such as the Oregon Small Project Development program. Careful coordination and joint problem-solving between the project’s finance and construction teams enabled the project to absorb unforseen construction cost increases resulting from impacts of the 2020 Covid-19 pandemic on labor and materials supplies.

Design and Construction. HDC worked with CPAH, Carleton Hart Architects, and LMC Construction to plan and execute a thorough renovation of the property’s three residential buildings and free-standing community room. Construction crews replaced roofing, siding, windows, exterior doors and stairs, and decking surfaces on all buildings. The team enhanced attic venting, added insulation, and improved water management for exterior surfacing. Apartment units received new water heaters, bathroom fans, and radon mitigation systems. The community room was reconfigured to include a property management office and to enable residents to better utilize the space. The project team collaborated to address the special challenges of coordinating an occupied rehab during a pandemic, observing strong protocols to protect resident and worker health and safety.
