HDC welcomes Travis Phillips as Director of Real Estate Development!

HDC is thrilled to announce that Travis Phillips has joined us as our new Director of Real Estate Development!

Travis will codirect HDC’s housing and facilities development services department alongside counterpart Julie Proksch; and will lead an interdisciplinary team of project managers to provide real estate development consulting to nonprofit and housing authority clients. He brings longtime working relationships with many of our staff and a wealth of experience in affordable housing finance, construction, and asset management.

A former member of the Housing Oregon board and immediate past co-chair of the Portland Policy Council, Travis comes to us from Catholic Charities of Oregon, where he served as Director of Community Development and Housing. Travis helped Catholic Charities expand its affordable and supportive housing portfolio across Oregon, adding over 200 units of housing to the organization’s portfolio and securing funding commitments to move another 245 units—including over 130 units of permanent supportive housing—into production.

Prior to joining Catholic Charities in 2018, Travis served as Director of Housing Development for Northeast Portland housing nonprofit Portland Community Reinvestment Initiatives (PCRI). In this role he managed development projects that had a focus on mitigating and preventing displacement of BIPOC households in rapidly gentrifying Portland neighborhoods. During his nearly 10-year tenure at PCRI, Travis directed and managed new construction and rehabilitation of single-family homes and mixed-use multifamily developments including both rental homes and homes for first-time homeowners.

Beyond ensuring housing opportunity for historically marginalized and underserved communities, Travis appreciates the important links between housing, its development, and economic opportunity. He believes the jobs supported through the design, development, and operation of affordable housing, as well as the housing itself, are interconnected resources which help ensure economic stability and break intergenerational cycles of poverty.

In addition to his other roles at HDC, Travis will serve on HDC’s management team, joining Julie, Director of Asset Management Kimberly Taylor, Deputy Director Andrea K. Sanchez, Director of Finance and Operations Meredith Bowie, and Executive Director Traci Manning. The management team shares responsibility with the HDC board for providing financial and operational oversight of the organization and guiding HDC’s progress to achieve its mission and strategic goals.

A humble leader who brings a mix of technical know-how, creativity, and heart to his work, Travis is a much-valued addition to HDC. We are grateful he is ready to hit the ground running as he prepares to start his first full week here, and we invite you to join us in giving him a warm welcome!
