A partnership of Clackamas, Washington, and Multnomah counties and HDC, the RLRA Risk Mitigation Program (RLRA RMP) is a new landlord financial incentive program. Its purpose is to make it easier for landlords and tenants to make use of RLRA (regional long-term rent assistance) vouchers to prevent and reverse homelessness in the tri-county area.
