Traci Manning, Executive Director

Traci Manning is passionate about advancing the work of organizations that want to increase their social impact and make our community better for everyone. Traci, who was named HDC’s executive director in December 2021, provides leadership to advance HDC’s mission and supports HDC teams to engage with partners to meet the needs of the communities they serve. She is the former director of the Portland Housing Bureau (PHB), the city agency charged with developing citywide housing policy and delivering programs that increase and preserve the supply of affordable housing, prevent and end homelessness, and promote stable homeownership. At PHB, Traci led the development of a cross-jurisdictional plan to end homelessness, established racial equity requirements in all bureau contracts, and created the City’s first comprehensive housing report. Previous to joining PHB in 2011, Traci worked at Central City Concern as the director of housing development, as director of housing, and then as chief operating officer, in which role she oversaw operation of the organization’s business enterprises, employment, healthcare, housing, recovery and engagement services, and supportive housing services programs. Traci worked as an independent consultant specializing in affordable housing policy and development before joining HDC as interim executive director in 2021. She holds a bachelor’s degree in planning, public policy and management from University of Oregon and is a graduate of the NeighborWorks Achieving Excellence program offered in association with Harvard University’s John F. Kennedy School of Government.
